Medical saving should not be structured to attain universal coverage, but the medical insurance premiums should become less costly due to tax-deductible. Tax credits and subsidizations will make medical insurance less costly for disadvantaged populations. The government expenditure on Medicare and Medicaid would end, and the federal deficit will reduce over time. Reducing management costs to a recommended level will also result in cost savings.
