Following the terrorist attack that occurred at Fair Oaks Mall in which four homegrown extremists performed a fragmentation bomb explosion and fired at the citizens, causing 20 casualties, including 10 civilian deaths, it is essential to develop a holistic recovery plan. Our plan foresees the return of normalcy to the affected area, the resolution of the immediate aftermath of the attack, and the application of measures to forestall further terrorist strikes. The recovery plan relies on the concepts of the NDRF (National Disaster Recovery Framework), which incorporates many stakeholders and guarantees a coordinated and effective recovery process, as outlined below.
Immediate Reaction and Security Provisions
Rapid reaction and security are paramount for the protection of the concerned area and the prohibition of additional damage. It involves ensuring security and provision of housing as per the risk-based approaches to recovery as per NDRF’s emphasis on operational coordination (DHS, 2016). Completion of the temporary road closures surrounding the mall makes sure that emergency response and investigation operations can be facilitated to improve the overall effectiveness of the response efforts (Finucane et al., 2020). Moreover, strengthening security measures at the entrance of the mall and in the surrounding areas is necessary to prevent attacks in the future (Finucane et al., 2020). Therefore, the recovery plan is reacting proactively to mitigate all potential risks and vulnerabilities.
Traffic and Pedestrian Access
The provision of a vehicle and pedestrian access issue is the core of the roadmap to the restoration of normal life following the terrorist attack at Fair Oaks Mall. The identification of alternative traffic routes will help avert the further negative impact of road closures on city traffic and general pedestrian access to necessary navigation (Finucane et al., 2020). The recovery strategy follows the mission of resilience brought about by the NDRF in terms of infrastructure systems and coordination of operations to enhance life continuity (DHS, 2016). The mentioned measures are aimed at simplifying traffic moving and tackling safety and accessibility issues for pedestrians, therefore leading to an integrated approach to post-disaster recovery.
Business Support and Employment
Business support and employment initiatives will result in increased purposeful interaction between public administration and the affected businesses, which will be aimed at assessing damages, facilitating repairs, and creating an expedited reopening process. The plan demonstrates the resolve of the local economy towards restoration of normality and resuscitation to minimize vulnerability (Finucane et al., 2020). Furthermore, offering means of financial support and resources that will enable workers who lose employment due to shop closures are also in line with NDRF’s commitment to individual and family empowerment and economic recovery as a critical strategic principle (DHS, 2016) Through such a holistic approach, the importance of wellness of the whole community in addition to individuals who have been affected by the disaster is recognized, enabling everyone to be brought to the same recovery level.
Government Operations and Coordination
Local governance remains the linchpin in implementing the post-attack responses and recovery plans for Fair Oaks Mall’s terror attack. The local government should, therefore, streamline recovery activities and offer the necessary services to affected individuals in the quest to promote leadership and local primacy as critical principles (DHS, 2016). Also, the establishment of a centralized coordination center to relate information, resource disbursement, and recovery operations is necessary to build a unifying recovery process and foster resilience and sustainability, which is one of NDRF principles (DHS, 2016). The holistic approach is in line with the NDRF’s following principles to ensure that the community as a whole is included and coordinated resources among all jurisdictions, a further indicator of the vital role of government operations and coordination in proper management and recovery of post-disaster conditions.
Community Support and Psychological Assistance
Building effective relationships, communication channels, and operational guidelines among the Protection, Prevention, Mitigation, Response, and Recovery mission areas are essential for successful recovery. The recovery plan provides measures of social outreach to overcome the emotional consequences of the incident experienced by the victims, witnesses, and the community in general, which is in line with NDRF’s health and social service principle (DHS, 2016). This confirms the role of psychological assistance in the recovery. Moreover, facilitating recovery at the community level via integrated programs that make for cohesion and healing would further enhance the community’s recovery process (Stene et al., 2022). These wins are in line with the NDRF’s more all-inclusive recovery strategies, which aim to meet the needs of disaster-hit individuals, emphasizing psychological and emotional recovery as a critical FEMA principle.
Lesson Learned and Security Improvements
Besides that, the best practices and the experience should be seen as a measuring stick to correct and develop new local plans. Engaging these lessons and introducing security advancements remain critical measures people can take toward the prevention of future attacks and increasing community resilience (DHS, 2016). Furthermore, implementing enforced security measures that are improved by increasing surveillance, threat assessments, and training programs helps public safety and dismantles the chances that such attacks may happen again (Finucane et al., 2020). Proactive measures of the type emphasized by NDRF, such as risk-based approaches and integration of mitigation measures into recovery strategies, have a higher effect on bettering the resilience level of the community.
