Only 30,000 people live in Midtown, compared to 800,000 in downtown Capital City. Given the area’s limited population, it might be challenging to come up with fresh economic initiatives and ideas in a place like Midtown. Mary Jackson decided to take matters into her own hands, listening in on neighbourhood discussions to learn about people’s interests and sparking suggestions on creating more job possibilities. Mary has determined that constructing an ice rink in Midtown would be advantageous. The construction of this ice rink would benefit everyone in Midtown and those travelling to Capital City. Three alternative uses would be made for the new ice rink. The Capital City professional hockey team would use it as a practice space. Second, it would serve as the hockey team’s home ice at the recently formed College Park University. Third is a place where kids and adults may enjoy themselves.
Mary needs to convince people to support the proposal to secure financing and move the plan ahead after establishing it as the next big item to undertake in Midtown. A series of discussions with representatives from three villages were conducted to develop ideas, select the building site, and establish a budget for the ice hockey rink. Mary has raised $3 million thus far, but it would cost an enormous $10 million to build. Victor Morrison, a philanthropist, has offered to donate $1 million with the condition that the hockey rink be named “Morrison Midtown Icehouse”. The remaining $2 million are provided by Capital Sports Corporation and the council. Laura and LaRon Branfo’s team, financial analysts working with legislative services, and Victor Morrison have come together to chart a strategy with Laura on where to acquire the remaining funding because the budget still lacks $7 million. Following consideration, it was suggested that the funds be raised by implementing a new special-purpose tax. Even though the overall tax would only go up by one cent, it would be applied to three counties and well-known tourist attractions, including hotels and restaurants. This tax hike is expected to generate $14 million over five years. The other half will be returned to the counties for use in supporting tourism, with half going toward the cost of the ice rink. Taxes’ drawbacks prevent customers from making larger purchases and reduce their available cash. Because of this, the tax is just 1 cent, and even with this tiny increase, the ice rink would get adequate revenue over five years. It would needlessly be the proposed measure to be passed by a state legislature for referendum approval on the upcoming election to establish this new special tax. For this law to succeed, it would need to receive support from the majority of voters in each of the three counties.

It would need strategies like lobbying and securing the backing of the elites for this law to acquire traction and the attention of state legislatures. In general, lobbyists are out front advocating for the new enterprise. This entails going on the attack and informing lawmakers during social gatherings, prearranged meetings, or just via chance events. It works like a paparazzi, except it is a politician instead of a celebrity. Additionally, the elites are typically very wealthy and powerful. Unfortunately, enormous wealth puts a person in a higher position of power overall based on their value alone. Power is not something that can be easily discerned. Anyone who wishes to advocate for the project’s approval may be a lobbyist for the group surrounding Mary. For this strategy to be adopted by the legislature when elections are held, Mary and her advisors may start influencing legislators now (Polzer et al., 2021). Those who contributed money to this project are among the aristocracy surrounding Mary. This refers to Victor Morrison and the investors in Capital Sports Corporation. Because they are publicly subsidizing this new anticipated economic growth, the municipal council is not considered among the elites.
Administrative Politics
The creation of tactics to carry out this strategy must come next. Politics may be tricky business, but Mary would be best served by being forthright about the advantages of this recently proposed ice rink.
