Mary has raised $3 million thus far, but it would cost an enormous $10 million to build. Victor Morrison, a philanthropist, has offered to donate $1 million with the condition that the hockey rink be named “Morrison Midtown Icehouse”. The remaining $2 million are provided by Capital Sports Corporation and the council. Following consideration, it was suggested that the funds be raised by implementing a new special-purpose tax. This tax hike is expected to generate $14 million over five years. The other half will be returned to the counties for use in supporting tourism, with half going toward the cost of the ice rink. Taxes’ drawbacks prevent customers from making larger purchases and reduce their available cash. Because of this, the tax is just 1 cent, and even with this tiny increase, the ice rink would get adequate revenue over five years. It would needlessly be the proposed measure to be passed by a state legislature for referendum approval on the upcoming election to establish this new special tax. For this law to succeed, it would need to receive support from the majority of voters in each of the three counties.

It would need strategies like lobbying and securing the backing of the elites for this law to acquire traction and the attention of state legislatures. In general, lobbyists are out front advocating for the new enterprise. This entails going on the attack and informing lawmakers during social gatherings, prearranged meetings, or just via chance events.
