In 2018, the driving ban that blocked Saudi women from enjoying the privilege was put to a halt. However, the media has failed to recognize such dynamic changes within Saudi society, which has become more lenient and accommodating to women (Alsulaiman & Rentner, 2021). Appreciating the shifting and evolving societal landscape in Saudi Arabia that has changed women’s experiences with time is paramount.

Understanding the intersectionality between the cultural and gender identities of different societies remains critical for a complete understanding of the media portrayal of Saudi women in the United States. The study thoroughly analyzes the three essential factors that have affected the perception of Saudi women: women’s athletics, women’s empowerment, and women’s driving issues among the Saudis. Therefore, the existing literature is complemented by an analysis of the literature that provides a detailed examination of the journey of Saudi women in seeking recognition and autonomy (Al-Asfour et al., 2017, pg. 193). Also, the study aims to reduce the gap in understanding the impact between the notions of Saudi women locally and the global media. Differences between the global and the local perceptions of Saudi women must be understood to prevent media representations that mislead people (Odine, 2013).

Public Relations Scholarship

Public relations (PR) often influence societal reactions and thinking. Understanding the context of the United States media portrayal of Saudi women requires a proper understanding of the influence of activists and government public relations (PR) on the media coverage and reports (Shannon, 2014). Media representation of Saudi women directly emanates from public relations, thus calling for a comprehensive analysis of the activist and government public relations tactics.

Several studies have researched the influence of government public relations on media reports, affecting public opinion. Globally, governments utilize public relations to promote and market their policies, spread information, and protect their public image (Freitag & Stokes, 2009). Regarding the study, the global push for women’s rights has forced the government to join the call for sociocultural changes that promote gender equality and women’s rights. Studies have explored the impact of government public relations strategies on social changes to portray Saudi Arabia as a developing society that embraces reforms on women’s rights (Almadani, 2020).

Public relations strategies are utilized not only by the government but also by activists. In the wake of equality and women’s rights, activist-led PR campaigns are integral in garnering support, advocating for women’s rights and gender equality, and challenging societal norms and notions (Freitag & Stokes, 2009). Therefore, activist-led public relations strategies have drawn much attention to the issues affecting Saudi women. For instance, public relations activism has been used to highlight and address issues affecting Saudi women, such as athletic involvement and the driving ban (Shade, 1981). Therefore, public relations can be used effectively to debunk misleading media stereotypes against Saudi women in the United States.

Also, an interplay between the government’s public relations strategies and activist-led public relations is an integral part of public relations in the context of Saudi women. Researchers highlight the interplay between the two forms of activism and PR, thus influencing the general media representation of the existing narratives (Lefdahl-Davis & Perrone McGovern, 2015). Sometimes, government PR campaigns might work to keep portraying the progressive image, whereas activist-led PR highlights the areas of weakness and thus advocates for positive change and improvements (Jansen et al., 2011). Therefore, comprehending the interplay between the government PR and the activist-led PR helps unravel the complex media narratives about the Saudi women phenomenon.

Framing Theory

Framing refers to the way the media puts a lot of emphasis on certain events and give them meaning that influences public perception. It was developed by Gregory Bateson in 1972.
