The Impact of Intelligent Technology on Hong Kong Society: Government Digitalization and Enhanced Quality of Life

Introduction

The launch of Smart City Blueprint for Hong Kong 2.0 by the Hong Kong Government in December 2020 is a significant milestone in the city’s path towards digital transformation (Government of the Hong Kong Special Administrative Region, 2020). The ambitious project consists of more than 130 smart city projects, focusing on Smart Mobility, Smart Living, and Smart Economy, among others. The citizens’ participation and satisfaction with digital services in Hong Kong has remarkably increased. Among the advantages of digital transformation in public administration are the enhancement of efficiency, transparency, and cost-effectiveness. In a forward-looking sense, it is crucial for governments to invest in and modernize their technological infrastructure so that they can keep up with the fast pace of change. Challenges of cyber security, the digital divide, and privacy also need to be tackled. Policymakers should work on creating all-encompassing strategies that involve appropriate legal regulations, capacity building, and public-private partnerships to guarantee sustainable and inclusive digital transformation (Allam & Newman, 2018).
