The revenues for fiscal year 2023 are set to increase by nearly 1.3% or $545,677, like the reviewed fiscal year 2022 (Specialhealth, 2023). These revenues are linked to fines identified in FY 2021 and 2022 due to compromised systems in other departments. The revenues should return to standard collection in fiscal year 2023. The budget estimates for the Public Health Department are just under $542,200, which includes property tax revenue expected to increase by 1% over the fiscal year 2024 (Specialhealth, 2023). The organization depends on fundraising methods, including government expenditure, compulsory health insurance, and voluntary insurance. The organization also receives funding from private finance providers like NGOs, private companies, and out-of-pocket payments.

System theory provides a framework for understanding the dynamics of client systems to provide an interpretation for problems and create a balanced strategy for interaction to enhance individual environments. Bureaucratic management theory uses rules and hierarchy, policies, procedures, and requirements according to structurally performed tasks (Ray, 2018). They identify strategies for finishing the organization’s goals and motivating employees to finish jobs according to their best strengths.

Delegative leadership creates a positive environment that allows employees to participate in decision-making (Friedman, 2011). It allows competent employees to make decisions through group membership or another form of participation (Mathura, 2019). Organizations use delegative leadership to create an individualized, innovative, and creative environment that enables healthcare providers to delegate duties amongst other healthcare professionals. The director of operation depends on the management strategy to include all unit members and create a positive and encouraging environment where staff members participate in creating patient satisfaction. The information officer also depends on a delegative leadership style to increase effective communication among its team members, enabling individual nurses to communicate and express their leadership qualities.

The agency contributes to improving the health and wellness of the community members through healthcare services that bring about new and better patient experiences. The healthcare team members also provide services to various patients through primary care. Obesity, hypertension, and diabetes are frequent co-morbidities that contribute to a high rate of heart disease and stroke in Texas (Specialhealth, 2023). Heart disease has been recorded as one of the leading causes of mortality within the area. Therefore, the organization should focus on providing better management and reducing the increased instances of heart disease and other conditions through strategic partnerships with professionals and the healthcare management team.

The organization experienced a slight reduction in growth in the past five years. The number of patients visiting the hospital dropped. The organization requires an effective solution through creative healthcare teams and working with individual teams to create mobile medical units. The 501c3 is a revenue code enabling federal tax exemption for nonprofit companies. To start a 501c3 nonprofit organization, I would form a board of members and have access to financial resources that would enable me to stay connected with community members. I would take my time to identify jobs and role options based on the established mission and values of the organization, and I would also register and apply for a tax exemption.
