Policy development works as a tool for public administration since it is a way to provide solutions to problems that society faces and to get expected outcomes via policy formulation or adaptation (Hannon, 2020). Due to the heightened attention focused on stop-and-search practices in Philadelphia, it is necessary to employ a policy reform strategy (Vito et al., 2020). The planned initiative aims at accuracy, publicity, and justice in police work and maintaining human rights protected by the Constitution. Through the focus on implementing successful policies, the initiative wishes to restore the relationship between the community and law-enabling units and promote the safety of all and equity in society.
Problem Statement and Summary of Research
The Philadelphia stop-and-frisk practices have been subject to scrutiny partly because of their highly discriminatory nature, and they are known to promote racial profiling (Hannon, 2020). The regime switches objectives to resolve the problems above by introducing changes that encourage equality, respect, and human rights. Regarding the future direction, we will aim to develop a law enforcement defense structure that will be both fair and just and thriving, with the community and law enforcement agencies that can trust one another. Ultimately, realizing the aforementioned long-term goal sends a clear message that we must nourish the existing good relationships and restore public faith in the criminal justice system.

The objectives of the proposed policy amendment as it relates to law enforcement agencies are designed to include accountability mechanisms, increased transparency of stop and search procedures, and minimizing racial prejudice and embossing practices. These diverse objectives aim to ensure that police equipment and execution conform to the law, ethics, and norms. The policy aims to promote transparency since the scrutiny of police practices will effectively eliminate misconduct, bias, or injustices. Similarly, measures to minimize racial profiling and discrimination-based behavior ensure that officers are well-trained and implement policies targeting non-discrimination and inclusivity within police practices. These objectives in union are used to attain the higher goal of having a balanced and fair justice framework that will prioritize the rights and welfare of all the individuals within the community.

The provisions of the proposed policy reform are: first, to design revised guidelines for stop-and-frisk actions; second, to establish monitoring units such as an independent review board; and last, to run training programs for law enforcement workers. Through these deliveries, it is expected that stop-and-frisk procedures will align with ethical rules and legal requirements, and they will also help create a mechanism of accountability and transparency. Budget Needed with Explanation Justifying Its Need
Our proposed policy will require around $5 million for the execution. This budget is meant to support the different components from the idea programs, oversight system, data collection process, community outreach projects, and also this needs for the investment system. (Hannon, 2020) The idea behind this investment is the hoped-for long-term benefits, which should be achieved through equalization, popular fairness, and public trust in law enforcement. The policy attempts to achieve that objective by channeling resources into these areas through an approach that addresses systemic issues and improves transparency and night-light relationships between law enforcement agencies and the community (Vito et al., 2021). Funding choices show that the initiative funds a systematic transformation of police services towards a model that focuses on all parties.
